Customs reminds ship agents of an important obligation within the PN/TS process. When submitting a Temporary Storage Declaration (TSD – IETS015), the MRN number of the ENS message (ICS2) must be included as a previous document.

Port of Antwerp-Bruges, NxtPort and The Way Forward announce the successful completion of the start-up phase of the Inbound Release Platform (IRP). Since the official deadline for the implementation of the European customs process PN/TS on 31 January 2026, almost all companies have become operational. By the end of the tolerance period on 31 March 2026, the remaining companies will also switch from the old customs systems to the new platform.

On 31 January 2026, PN/TS was officially launched in the Belgian ports. Thanks to thorough preparation, most companies connected to the Inbound Release Platform on time, resulting in strong adoption figures and a high number of submitted TSDs. In this update, we share the current status and key figures of the rollout.

IRP MIG version 1.2.4 is now available. This release includes an updated MIG document with clarifications and improvements, updated samples, and refined specifications.

At the request of the Belgian Customs authorities, we remind companies operating within the port area that they are required to implement the PN/TS application no later than 31 January 2026.
Companies should not consider the announced tolerance period, which runs until 31 March 2026, as an additional postponement of this obligation.

Over the past months, the IRP project team, together with customers, has extensively tested the platform in various operational scenarios. We have established that not only does the Inbound Release Platform work properly from a technical and functional perspective, but also that the integration with CPu and the various relevant customs systems functions as intended.
This means we can move on to the next step: a full go-live.

Since April 1, 2025, the Inbound Release Platform (IRP) has been operational. Developed by Port of Antwerp-Bruges and partners, it supports the implementation of new EU customs legislation in Belgian seaports, making import, transshipment, and transit processes more transparent, faster, and more secure.

We are pleased to inform you that the latest technical specifications for Inbound Release Platform are now available.
Version 1.2.1 of the IRP Message Implementation Guide includes the most recent updates and message structures essential for the go live of IRP – Release 1. These updates will be available in UAT starting March 4th, 2025. We recommend reviewing the documentation carefully to ensure a smooth implementation.

Belgian Customs has confirmed the postponement of the MASP-C systems, including PN/TS, and is working closely with our IRP team on a new schedule. As soon as a new schedule is available, it will be shared on the MASP planning webpage. We will continue to work on the IRP project independently from Customs and will communicate the schedule to all parties involved.

Over the past weeks, the project team transitioned the first companies to Inbound Release Platform. At the request of the logistics sector, customs established a hybrid architecture, enabling a controlled transition plan. During the testing phase, the functionality of the IRP system was confirmed, but a blocking issue in the customs systems was also identified (without operational disruptions). In the coming days, customs will further analyze this issue, then resume the testing phase and discuss the adjusted schedule with the involved companies.

Upon request of the logistics sector, customs has agreed to a hybrid architecture for parallel implementation of PN/TS and other MASP systems like IDMS and NCTS 5. This adds technical complexity and requires additional development and testing. Inbound Release Platform will therefore go live on June 10 with a pilot phase in which companies gradually switch, supported by the IRP team and customs.
