Inbound Release Platform for the ship agent

Before unloading the goods, the ship agent sends a Temporary Storage Declaration (TSD) to the Inbound Release Platform (IRP). The platform processes the information and forwards it to customs. At a later stage, the platform reuses that data to create a Presentation Notification (PN).

Legal requirement

Over the course of 2024, the use of the PN/TS customs system will become mandatory for the maritime sector. This new system provides for digital registration and control of goods as they enter. The Inbound Release Platform helps companies interact with the PN/TS system to easily fulfil their legal obligations.

Advantages for the ship agent

The platform allows the various players within the supply chain to share information securely and transparently

 

The platform offers the following benefits specifically for the ship agent:

  • A transparent, chain-wide platform for communication and data sharing with the PN/TS customs system, ship agents and logistics players in the chains.
  • A cost-efficient way to comply with additional, complex obligations when bringing in goods.
  • API integration and web interface available.
  • Automation of the REN message based on data in the TSD message.
  • Automation of the transfer message for transshipment cargo.
  • Automatic integration of NCTS5 transit declarations on arrival and their processing in the terminal's RTO records.
  • A safe release process that prevents (partially) uncleared cargo from leaving the terminal.
  • Through the Import Consignment API and web interface, the IRP provides a 'unique source of truth' for the cargo manifest number. The platform automatically communicates changes:
    • You no longer need to include the cargo list information on the arrival notification – the reference key is sufficient. It is not the ship agent but customs that determines the cargo manifest number in PN/TS. The cargo manifest number changes after unloading.
    • The API automatically forwards any change to or cancellation (and replacement) of TSD via the API to all relevant stakeholders in the supply chain.
    • Fewer calls and e-mails at the import department.
    • Fewer problems with erroneous write-offs, resulting in administrative work and customs fines.

Onboarding

Do you want to use the Inbound Release Platform? We will provide an onboarding procedure in four major steps. In doing so, you will always receive the necessary information to successfully complete the procedures. At the bottom of this page, you will find a checklist for the entire onboarding process. 

1. Contractual procedure

You provide the necessary details by means of an online form. This mainly involves general company data, information about the project team and billing information. You may choose to sign a Letter of Intent (LOI) before delivering the signed contract. To complete the onboarding process, the contract must be signed and delivered no later than 15 April 2024. Payment of the invoice for the first period of use must be made prior to launch. 

2. Training

The training consists of two parts.

 

  • For each user, an E-learning is available that can be followed online at a time of their choosing. Registration for this E-learning is done with a personal code that is provided by the IRP team.   • In addition, there is a power-user training for specialists, which takes place in a classroom and lasts a full day. The next sessions are planned for September and October, and registration is possible via this website.
3. Technical set-up

Along with the software vendor, you begin preconfiguration of the platform. Then, the system will be configured. You can book a test run online, so that the system is thoroughly tested before launch. 

4. Financial arrangement

To complete the onboarding process, the contract must be signed and delivered no later than 15 April 2024. Payment of the invoice for the first period of use must be made prior to launch.
