Important reminder for ship agents: mandatory inclusion of ENS (ICS2) in TSD (PN/TS)

Customs reminds ship agents of an important obligation within the PN/TS process. When submitting a Temporary Storage Declaration (TSD – IETS015), the MRN number of the ENS message (ICS2) must be included as a previous document.

What must be declared?

Specifically, the following data elements are required:

  • 1201001000 – Reference number: the MRN number of the ENS message
  • 1201002000 – Type: code N355 (according to code list 214)

Exceptions

In most cases, the ENS message is the previous document for a TSD, particularly for non-Union goods discharged from a seagoing vessel.

 

However, there are exceptions where an ENS message is not required, while a TSD is still mandatory. This is, for example, the case for goods arriving from a port within the EU.

 

In such situations:

  • Use code 0VDP in data element 1201002000
  • No reference number needs to be provided

Upcoming changes and impact

Customs has observed that currently not all TSD messages include the mandatory previous document. Although the PN/TS system does not yet systematically reject these messages, this results in a significant number of ENS messages in ICS2 not being properly closed.

 

Therefore, Customs will soon tighten the PN/TS validation rules. Once this change becomes active:

  • The previous document will become technically mandatory
  • Non-compliant TSD messages will be rejected

Action required

We advise all shipping agents to urgently review and, if necessary, update their systems to ensure full compliance with this obligation.

 

Failure to do so in time may result in goods no longer being eligible for placement in temporary storage.
